Under the procedural guidance of the prosecutors of the Stryi district prosecutor’s office, two former employees of one of Khodorov’s utility companies were notified of suspicion. They are charged with appropriating someone else’s property and official forgery (Part 2 of Article 28, Part 1 of Article 366, Part 3 of Article 191 of the Criminal Code of Ukraine).
According to the investigation, the suspects implemented a criminal scheme to seize funds from the local budget. For this purpose, the chief engineer of the utility company created a private enterprise, which he headed himself.
Subsequently, with the assistance of the director of the aforementioned utility company, a number of fictitious contracts were concluded with the “contractor” for the alleged performance of various types of work. In particular, both with the utility company and with other local self-government bodies. We are talking about the current repair of the sewage collector, the reconstruction of sewerage on the streets of the city, the provision of truck crane services, the installation of a heat meter in the People’s House of one of the villages of the district, the current repair of the water supply system of educational institutions, etc.
However, no work was carried out directly by the business entity. Instead, these were performed by the employees of the utility company, at the direction of the official.
In turn, the contractor submitted false certificates of acceptance of completed construction works for signature, and the director of the utility company approved them.
As a result of such illegal actions of the participants, property damage of almost UAH 400,000 was caused.
The pre-trial investigation is carried out by investigators of the Stryi district police department of the Main Department of the National Police in the Lviv region based on the materials of the Office of the Security Service of Ukraine in the Lviv region.
Note: in accordance with Art. 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime and cannot be subjected to criminal punishment until his guilt is proven in a legal manner and established by a court verdict.
