The offices of the Lviv community have a new service: they accept documents to reimburse utility costs. These are local residents who rent out housing for free to IDPs.
“Because of the war, Ukrainians began to come en masse to the western regions. About 300,000 people came to Lviv region alone. More than 5,000 of them officially live in communities connected to Lviv. Many locals provided their homes with free housing. Which affected the much higher costs of gas, electricity and more. The government has organized a procedure for reimbursement of utility costs for this category of Ukrainians, “said the department of the city agglomeration of Lviv.
The new service has been available in communities since April 13. In addition to the fact that it can be issued in the CNAPs, now it can also be done in the Offices of the Lviv community. In particular, this is relevant for the villages of Malekhiv, Hryada, Velyki Hrybovychi, Zashkiv, Lysynychi, Ryasne-Ruske, where CNAPs are temporarily closed.
The department of the city agglomeration of LMR says that the provision of such services is in fact an additional burden on the work of the Offices. However, they did so deliberately to make it easier for community residents who provided housing to IDPs to process paperwork to further reimburse utility costs.
At the same time, the Offices of the Lviv Community also accept applications for the issuance of a certificate of registration of IDPs. They also accept applications for housing assistance for IDPs, as determined by the Cabinet of Ministers of Ukraine.

What the owner needs to do:
Step 1
The owner of the dwelling enters information about the dwelling, which is available for accommodation of internally displaced persons, on the web-shelter “Shelter”. CNAP specialists can help the owner to enter this data in any of the departments, provided that citizens have e-mail.
Step 2
The owner of the dwelling is obliged to submit an application no later than the next day from the day of placement of internally displaced persons. This can be done online through the form Electronic application – e-mail. address agu@lvivcity.gov.ua (the application must be signed with an electronic digital signature) or through any subdivision of the CNAP according to the previous record, which must be done at the link (“submit documents” – “Lviv City Council services, others”).
List of required documents:
Application addressed to the head of the relevant district administration at the location of the dwelling;
Copies of passports proving the identity of each of the accommodated persons (certified personally by the owner of the passport document);
Documents certifying the right of ownership of housing.
Term of service provision – 5 working days.
Step 3
Monthly, the homeowner no later than 5 days from the end of the reporting month, submits an application stating the number of days and the number of persons who lived.
Step 4
Relevant executive bodies of the Lviv City Council are verifying the data provided in the homeowner’s application. The reason for refusing to pay compensation is the discrepancy between the persons submitted in the application, the number of placed persons, and the data specified in the application.
Step 5
Compensation is made exclusively in non-cash form according to the bank details specified in the application by the 20th day of the month from the end of the reporting month, provided that there is no debt of the owner of the premises for housing and communal services.
It should be taken into account!
1. Internally displaced persons living in a dwelling must obtain the status of an internally displaced person. Confirmation of the status is a certificate issued by the Department of Social Protection of the Department of Humanitarian Policy of the Lviv City Council (according to the Resolution of the Cabinet of Ministers № 269 of 13.03.2022).
2. Residents who have sheltered internally displaced persons free of charge will be able to receive about UAH 450 per month for each person admitted to reimburse utility costs. Importantly, the amount of compensation is calculated taking into account the number of days during which the accommodation was provided for the accommodation of an internally displaced person, from the date of accommodation of internally displaced persons, but not earlier than the date of inclusion in the Unified Information Database on Internally Displaced Persons. living space.
3. Also, the owner of the dwelling must, on the day of termination of accommodation of internally displaced persons or change their number, submit an application for change of the list of persons accommodated in the dwelling.
