According to Cabinet of Ministers Resolution No. 418 of April 28, 2023, state subvention for the purchase of “Shkolaryk” buses was distributed among the regions of Ukraine. According to the resolution, Lviv Oblast will receive a subvention in the amount of UAH 80 million from the state budget.
This was announced by the head of Lviv OVA Maksym Kozytskyi.
He noted that a month ago Lviv OVA appealed to the Ministry of Education and Science of Ukraine to speed up the distribution of one billion hryvnias provided in the state budget for the purchase of buses in 2023. According to him, Lviv Oblast received one of the largest subventions, which will allow to finance the purchase of about 80 buses.
“Guided by the government’s resolution, we can start the process of purchasing “school children” for the communities of the region for this year. Today, the relevant structural subdivisions of the administration, in particular the Department of Education and Science and the Department of Road Management, were tasked with creating documentation for procurement announcements. In advance, we collected the needs of the communities, it is planned that 52 communities of the region will receive about 80 more buses, and thus the need for school buses in our region will be closed completely,” said Maksym Kozytskyi.
The price of one “schoolboy” is approximately UAH 2.5 million. The remaining funds must be financed primarily by the communities themselves with support from the regional budget.
As Ivan Sobko, deputy head of the Lviv OVA, emphasized, when distributing state subvention funds between communities, they will take into account, in particular, the development of education in the community during the past year and this year.
“Part of additional financing from the local and regional budgets is 120 million hryvnias. When distributing state subvention funds, in addition to the share of co-financing that can be provided by the local budget, decisions made by the community in the past and this year regarding the development of education, work on the formation of an effective network of educational institutions, and the success of school students based on the results of the National Multitest and Olympiads will also be taken into account , the creation of lyceums, gymnasiums on the territory of the community, as well as the community’s solvency index and the percentage of implementation of the local budget,” Ivan Sobko noted.
He also added that buses will be purchased not only for secondary schools, but also for other regional educational institutions (inclusive buses) – educational and rehabilitation centers, specialized schools, etc.
We will remind that part of the community’s old buses were given to the needs of the Armed Forces, while another part needs to be replaced due to a long service life. In this regard, last year, 126 buses (8 of them inclusive) were purchased in Lviv Oblast with the funds of the state subvention, local and regional budgets. The last 5 “schoolchildren” from this batch were handed over to community representatives yesterday.
