An extraordinary session of the Horodok City Council took place

The meeting was chaired by Volodymyr Remenyak, Chairman of the Horodok Territorial Community, and Ivan Meskalo, Chairman of the Standing Deputy Committee on Budget, Socio-Economic Development, Communal Property and Privatization, was acting Secretary of the meeting.

The session began with personal changes in the structure of the council, which were reported by the head of the Horodok City Territorial Election Commission Svitlana Koshel. Thus, Vira Tanchak, a deputy of the Horodok City Council, was sworn in (she acquired the status of a deputy under the quota of the Ukrainian Galician Party, instead of Yulia Matsko, who became the head of the Kernytsia Starostyn District). Ms. Vira Tanchak, respectively, was expelled from the executive committee of the Horodok City Council.

The report on the implementation of the budget of the Horodok city territorial community for the first quarter of 2022 has been approved. The current figures were announced by the head of the financial department Halyna Turkovska. Thus, for the first three months of this year, revenues amounted to: UAH 91,140,647.36, including UAH 86,215,281.51 for the general fund and UAH 4,925,365.85 for the special fund. Expenditures – in the amount of UAH 76,669,260.18, including UAH 74,156,459.37 for the general fund and UAH 2,512,800.81 for the special fund. Intergovernmental transfers for this period – over 37 million UAH, ie the involvement in the local budget infusions from budgets of other levels amounted to about 37% of all revenues in the first quarter. Own revenues, including tax payments together amounted to over UAH 54 million.

In general, budget execution is currently balanced and ensured. In the first quarter of 2022, implementation was achieved, amounting to 100.7%. It should be noted that in martial law – the statistics are quite good. According to community leader Volodymyr Remenyak, budget execution in April is about 86%. In May, according to preliminary estimates as of Monday, May 23 – by 75% (to function properly in a martial law community, according to financiers, we need to implement the budget at least 75% – given that capital expenditures are currently prohibited) .

Among others, a decision was made to provide rent discounts on rent under communal property lease agreements of the Horodok City Council in connection with the imposition of martial law. Maria Kushnir, head of the public procurement and communal property department, explained the situation with the discounts.

Thus, according to the decision, from June 1 and during the entire period of martial law on the territory of Ukraine, under lease agreements of immovable or other separate individually determined property, valid as of 24.02.2022 under lease agreements of property used for a specific purpose, rental discounts will be provided.

WARNING! The basis for the application of such exemptions or discounts is the order of the mayor, adopted in accordance with the application of the tenant to whom they apply, and the act of the balance holder.

The condition of the lease discount is that the lessee has no arrears of costs for the maintenance of leased property (utilities, property management services, maintenance costs of the adjacent territory and common areas, the cost of repair and maintenance of engineering equipment and home networks, repairs buildings, etc.).

The decision also stipulates that for tenants participating in the auction for the lease of communal property for the purpose of relocating industrial and communal non-profit enterprises of the health care sector located in the territory where hostilities were or are being conducted or temporarily occupied by armed forces of the Russian Federation , a preferential rental rate of UAH 1 may be provided. for 1 sq.m. during the first six months of the lease.

The cost of rent will be halved for enterprises, shops, production workshops, repair shops, studios; health and sports and entertainment complexes (including fitness clubs, gyms, health classes); also – restaurants, bars, cafes and other catering establishments; entrepreneurs trading in food and non-food products. Due to this decision, the local budget will receive about 35 thousand UAH. per month (in favor of entrepreneurs).

Following the Law of Ukraine “On Condemnation of Communist and National Socialist (Nazi) Totalitarian Regimes in Ukraine and Prohibition of Propaganda of Their Symbols”, holding relevant public hearings in the village of Cherlyany, the session decided to rename two streets: March 8 – Okruzhna; May 9 – on Lubinska. In addition, such a renaming will restore their historical names.
