In September of this year, on the initiative of the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, with the support of the State Employment Center and the Lviv Regional Military Administration, the all-Ukrainian information campaign “Work for IDPs: You Are Needed” was launched, which was joined by specialists of the Lviv Regional Employment Service. Its purpose is to strengthen communication between all institutions that take care of the problems of the life of internally displaced persons, to promote the effective integration of displaced persons into the social life of communities, to motivate them to work, as well as to spread information among the public about state programs aimed at increasing the level of employment of IDPs.
The Employment Service offers forcibly displaced persons:
– active assistance in finding a job both on a permanent and temporary basis, familiarization with the list of vacant jobs and vacant positions (over 60,000 offers have been collected on the “Unified Vacancy Portal” (https://jobportal.dcz.gov.ua/) employment);
– assistance in writing resumes, consultations on aspects of interviewing with employers, clarification of labor law norms (contacts of the units of the Labor and Employment Service – http://surl.li/jpvpt);
– vocational training, retraining and advanced training of the unemployed (https://is.gd/mmu25t);
– assistance in unilaterally terminated labor relations with the employer to acquire the status of unemployed and assign unemployment benefits (details – http://surl.li/lamla);
– voucher for training in 123 professions or specialties for employed persons (https://is.gd/6czbRh);
– confirmation of the results of informal vocational training (https://is.gd/BggdGQ);
– participation in the programs “Own business” (a micro-grant in the amount of 50,000 UAH to 250,000 UAH is provided, https://is.gd/xBaklo), “Grants for the creation or development of one’s own business for participants in hostilities, persons with disabilities as a result of the war and members of their families” (grant size – up to 1 million UAH, https://is.gd/jxqZ7j) for those who are engaged in business or want to start their own business. The main condition for obtaining funds is the creation of new jobs.
There are financial incentives for business entities that provide work for forcibly displaced persons, in particular:
– The program for providing compensation to the employer for labor costs for the employment of internally displaced persons as a result of hostilities during martial law in Ukraine (Resolution of the CMU dated March 20, 2022 No. 331, https://is.gd/1bbBH9);
– The program of providing employers with compensation for labor for employed registered unemployed from among internally displaced persons (CMU Resolution No. 696 of September 8, 2015, https://is.gd/jHzNwo).
