Yesterday, on March 7, during the session of the Drohobych City Council, the deputies sent an appeal to the head of the Lviv Oblast State Administration Maksym Kozytskyi with a request to assist in allocating funds for the payment of salaries to the teachers of educational institutions of the Drohobych community, which are financed by the educational subvention. Since the deficit of the educational subvention funds allocated for the salaries of teachers in our community amounted to UAH 19 million.
The appeal was voiced by Roman Hrytsay, a deputy of the city council and head of the education department.
It reads:
“In accordance with the Law of Ukraine “On the State Budget of Ukraine for 2024” of 09.11.2024 No. 3460-IX, the decision of the Drohobych City Council session of 14.12. 2024 No. 2014 “On the Budget of the Drohobych City Territorial Community for 2024”, the Resolution of the Cabinet of Ministers of Ukraine of December 27, 2017 No. 1088 “On Approval of the Formula for the Distribution of Educational Subvention between Local Budgets” (as amended), the educational subvention funds for the payment of salaries to pedagogical staff of general secondary education institutions and the Oranta orphanage in the amount of UAH 262,111.4 thousand were approved. The need for funds to pay salaries, taking into account the payment of a prestige allowance of only 10 percent and an annual cash reward of 10 percent, is UAH 281,111.4 thousand.
Therefore, the shortfall in funds for the payment of salaries to pedagogical staff financed by the educational subvention is approximately UAH 19,000.0 thousand.
In accordance with the decision of the Drohobych City Council session of 18.01.2024 No. 2131 “On Amendments to the Budget of the Drohobych City Territorial Community for 2024”, UAH 1,340.0 thousand was allocated from the local budget for the Oranta orphanage to cover the salary deficit. and the decision of the session of the Drohobych City Council dated 22.02.2024 No. 2187 “On Amendments to the Budget of the Drohobych City Territorial Community for 2024” allocated UAH 116.4 thousand from the local budget for general secondary education institutions.
According to the order of the Ministry of Education and Science of Ukraine of 20.02.2002 No. 128, when studying certain subjects, classes are divided into groups, which amounts to 2182.5 hours, 121.2 teaching positions. At the same time, the formula for the educational subvention takes into account only 84 teaching positions, which means that the number of available positions is underestimated by 37.2.
There are 56 students enrolled in the individual form of education, including 38 students in Drohobych and Stebnyk, and 18 students in the villages of Drohobych district, which is approximately 37.1 teaching positions, which are also not taken into account in the formula for the distribution of educational subventions. Also, in 2024, the distribution of the educational subvention was carried out using a reduction coefficient of 0.89, which significantly affected the lack of funds for the payment of salaries of pedagogical staff financed by the educational subvention.
As of 05.09.2023, the network of general secondary education institutions amounted to 517 classes with 12,113 students. The average class size was 23.42 students per class, including:
м. Drohobych – 311 classes, 8,535 students, average class size 27.44 students per class;
м. Stebnyk – 62 classes, 1,623 students, average class size 26.18;
Secondary schools in the villages of Drohobych ATC – 144 classes, 1,955 students, average class size 13.57.
The low average occupancy rate of the villages of Drohobych ATC has significantly affected the shortage of educational subvention funds.
In 2021, a number of measures were taken in the Drohobych community to optimize the network of general secondary education institutions, namely:
On 27.05.2021, the Drohobych City Council adopted a decision to liquidate six institutions of small schools of the first level (Novoshytska secondary school and Bykivska secondary school, Volianska secondary school, Zaluzhanska secondary school, Starosilska secondary school, Siletska secondary school, ) and 1 secondary school (Stupnytsia secondary school), reorganization of Stepan Bandera gymnasium No. 15 by joining Vyacheslav Chornovil lyceum No. 3 in Drohobych and two out-of-school education institutions (House of Children and Youth Creativity of Drohobych City Council of Lviv region, Drohobych Regional Ecological and Naturalistic Center for Students of Drohobych City Council).
In order to ensure the quality of the educational process in general secondary education institutions, we ask for assistance in allocating additional funds for the payment of salaries to pedagogical staff financed by the educational subvention in the amount of UAH 17,543.6 thousand.
The appeal was adopted yesterday, March 7, during the second plenary meeting of the XLVII session of the Drohobych City Council.
