As reported by Iryna Tykholiz, the head of the City Hall-Service LKP, from March 2021, a new type of passes for entering the pedestrian zone of the central part of the city will be valid in Lviv. Therefore, the pass from the video, which is spreading in social networks, became invalid two years ago.
Also, in order to be able to drive into the city center, in addition to a valid pass, the vehicle must be entered in the electronic database, otherwise the bollard will not let the car through.
“The type of pass shown in the video is no longer valid. This is an old-style pass that expired two years ago. Because from March 2021, there are new forms of passes that allow entry to Market Square. Therefore, what was on the video does not give the right to enter Rynok Square.
However, based on the video that was published, we launched an official investigation, and now we are finding out what kind of document it was in the video.
Passes of such a model, as the one allegedly in the video, gave the right to one-time passage, and were issued for the passage of delegations, official equipment, for example, during restoration work, etc. It could operate for three months in order not to constantly issue one-time entries for category D.
Today, for two years, passes of the new model have been in effect. A valid pass must have a hologram on one side, and the seal of the Town Hall Service LKP on the other. Also, in addition to having a pass, in order to be able to enter the pedestrian zone of the central part of the city, the vehicle must be entered in the electronic database. If the pass has expired, it disappears from the database.
Today, a sample of the old pass can be found on the Internet, but there are no new samples on the network,” says Iryna Tykholiz, head of the “Town Hall Service” LLP.
Iryna Tykholiz explained that there are three categories of passes for entering the pedestrian zone of the central part of the city: for residents, for businesses and for official vehicles.
“Relevant documents are submitted through TsNAP for all passes issued by Ratusha-service LKP. That is, you need to contact the Central Administrative Court and submit a certain list of documents. Instructions on how to get a pass are posted on the city council’s website. Then these documents get to the “Town Hall Service” LKP, we review them and issue either a pass or a refusal. Just to come and bring a piece of paper – this cannot happen,” the official adds.
For reference, as of today, the number of issued passes for 2023: residents – 748, businesses – 205, official – 77.
In 2022, 227 passes were issued to residents, 140 to businesses, 68 to company cars.
In 2021, 505 passes were issued to residents, 164 to businesses, 77 to company cars.
