Under the procedural supervision of prosecutors of the Lviv Regional Prosecutor’s Office, the pre-trial investigation was completed and an indictment was submitted to the court against three members of the organised group. The deputy, hospital director and head of a private enterprise are charged with misappropriation of budget funds and forgery of official documents (Art. 28(3), Art. 366(1), Art. 191(5) of the Criminal Code of Ukraine).
The investigation established that in the period from June 2022 to May 23, in one of the towns of Stryi district, a local deputy organised and implemented a scheme to misappropriate funds during the construction of a hospital building.
To do this, he engaged the director of one of the district’s city hospitals and the “right” business entity, with whom he signed a contract.
To create the appearance of the MP’s legal authority at the site, he was appointed technical director of the project.
Subsequently, the director of the private enterprise entered false information into the acceptance certificates for the construction works performed and certificates of their cost. The latter overstated the amount of work performed, materials used, and their cost. In turn, an official of the medical institution approved and signed the fictitious documents.
As a result, the contractor was unjustifiably transferred more than UAH 400 thousand.
The hospital director was suspended from his duties.
The pre-trial investigation was carried out by investigators of the Main Department of the National Police in Lviv region with the operational support of the SID in Lviv region of the National Police of Ukraine.
Note: Pursuant to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved by law and established by a court verdict of guilty.
