All 73 communities of the Lviv region have become members of the International Open Data Charter: why it is important

All community leaders in Lviv Oblast have officially addressed a letter to the International Open Data Charter, in which they recognise the Charter’s six principles.

These are the following principles:

  • Openness by default: All public data is open, except where restricted by law, with confidential information protected.
  • Efficiency and clarity: Data should be up-to-date and updated quickly, in a detailed form to ensure completeness.
  • Accessibility and use: Data should be readily available, free of charge, in machine-readable formats with open licences.
  • Comparability and interoperability: Data should be structured to be easily combined with other datasets, with standardised codes and formats.
  • For better governance and public participation: Open data increases transparency and citizen engagement in decision-making through electronic services.
  • For inclusive development and innovation: Open data stimulates economic development and innovation by enabling the creation of new products.

“The communities of Lviv region represent the aspirations of the whole of Ukraine for openness. For us, this event is another step towards building an ecosystem of a transparent region. Open data is something that is inherent in a democratic state. Everyone has the right to know what budget funds are spent on, what decisions are made at sessions, who leases municipal property. This list can be continued for a long time, and it will cover almost all areas of our life. I am grateful to the heads of the territorial communities of the Lviv Oblast and the responsible persons, I am especially grateful to you for the common path, for good communication and feedback,” Oleksandr Kulepin, Deputy Head of the Lviv Oblast State Administration, wrote on his Facebook page.

By the way, Lviv became the first city in Ukraine to join the Charter, as well as the city of Drohobych, which demonstrates the high level of responsibility, leadership and innovation of the Lviv region, in particular, the desire to implement European standards of openness and accountability.
